自建应用调用创建群聊 api forbidden，如何解决呢？

想实现一个应用推送消息给指定群的功能，创建了自建的应用，然后调用接口创建群报错显示：api forbidden

调用接口创建群聊会话请求地址https://qyapi.weixin.qq.com/cgi-bin/appchat/create返回状态status: HTTP/1.1 200 OK
